Local government system

The local government refers to the rule of the elected representatives of the area in a particular area, which is an extended part of the central government. For example - the activities of municipality, city corporation, district, upazila, union, village and other organizations connected with them. These organizations work for the welfare of common people in a particular area or place. The local government system is a medium to plan and manage various work for the welfare of different classes of people. The organization managed by this organization is locally selected or nominated. The local government system is a process where power, responsibility and duties are transferred from a specific channel to a lower level. Each level involved in this process is in some way connected to each other and all of them have a combination of work.

Local government system requirements
To strengthen democracy and to ensure public participation at the grassroots level, the need for local government system is very broad. Bangladesh is the main country in the country. Bangladesh's development is not possible without the development of the country. And this development is central to impossible only for the government. For this reason, the local government system has been formed to reach the entire administrative system of rural areas. By which all grassroots level activities will be managed and controlled. For reasons that require local government system:

1. Government's vision of rural areas: The main purpose of creating a local government system is to look at the development of the fate of the rural people. For example, taking special measures for agricultural development, establishment of health complexes etc.
2. Quick and easy judicial system: To set up the criminal court at the upazila level to bring the judiciary to the edge of the people's door, to arrange for arbitration for the trial of small crimes so that the villagers can easily take shelter of the law, they will not have to be city-oriented.
3. Development of Rural Infrastructure: To solve social problems, the way to solve economic problems is easy. Improve the communication system of rural areas, expansion of government offices, evaluating different development policies, where people have the opportunity to participate. Increasing political awareness has the opportunity to develop rural leadership.

Strong local government system helps in establishing democracy at grass root level. Helps to facilitate transparency and accountability and to establish good governance through effective participation of the people in all activities. The local government system has been formed in front of the objective of establishing close relations with the people.

 

The nature of the structure of the local government system

The local government system is working as the holder and carrier of the people's needs and hopes. Local government system consists of two types (one) city or municipal local government system and (two) village local government system. City or municipal local government system is of two types: municipality and city corporation and rural local government system four types: village government, union council, upazila parishad and zilla parishad. Regarding local government system in the constitution
In order to establish the democratic system at the grassroots level in the constitution of Bangladesh, the local government has been recognized as a very important medium of representational organization as well as the participation of the people. There are four paragraphs about the local government in the constitution of Bangladesh (paragraphs 9, 11, 59 and 60). These paragraphs give clear explanation about the role and effectiveness of the local government.

Article 9 of the Constitution says, "Promotion of local government organizations consisting of representatives of state-sponsored areas and in these institutions, farmers, workers and women will be given as much special representation as possible." In this passage, it is said that the successful participation of the peasants, workers and women

Article 11 states, "Republic will be a democracy, where there will be assurances of fundamental human rights and independence, respect for the dignity and value of humanity will be ensured and effective participation of the people through the elected representatives at all levels of the administration will be ensured." Here the provision of active participation of the people has been made.

According to Article 59 (1), "according to the law, the administration of the people selected will be given the responsibility of local administration of each administrative part of the Republic."

Article 59 (2) states, "According to the Constitution and any other law, the Parliament will make such rules as per the provisions of this paragraph (1), every organization shall perform such duties within the appropriate administrative section and the same law shall include the responsibilities related to the following matters. Can be:

(A) the work of administration and government employees;

(B) protect public order;

(C) Preparation and implementation of public works and economic development plans.

In the above paragraph, the commitment to create selected local government institutions at all levels of administration and to give clear and specific responsibilities to these organizations.
